RAPEX is established as the EU rapid alert system that facilitates the rapid exchange of information between Member States and the Commission on measures taken to prevent or restrict the marketing or use of products posing a serious risk to the health and safety of consumers with the exception of food, pharmaceutical and medical devices, which are covered by other mechanisms.

As of 2010, the system also facilitates the rapid exchange of information on products subject to EU harmonisation regulation and posing a serious risk to the health and safety of professional users as well as on those posing a serious risk to other public interests protected via the relevant EU legislation (e.g. environment and security). Both measures ordered by national authorities and measures taken 'voluntarily' by producers and distributors are reported by RAPEX.
Every Friday, the Commission publishes a weekly overview of the products posing a serious risk as reported by the national authorities (the RAPEX notifications). This weekly overview gives information on the product, the identified risk and the measures that were taken in the notifying country. The Commission also publishes the list of other countries where the notified product was found on their market and measures were taken. Since 2013, the Commission also publishes notifications on products posing less than serious risk as well as notifications on professional products and on those posing a risk to other public interests protected via the relevant EU legislation (e.g. environment and security).

Il Rapex (European Rapid Alert System for non-food consumer products) è un sistema europeo di allerta rapida per i prodotti di consumo pericolosi.
Grazie a questo sistema le autorità nazionali notificano alla Commissione europea i prodotti che, ad eccezione degli alimenti, dei farmaci e dei presidi medici, rappresentano un grave rischio per la salute e la sicurezza dei consumatori.
Quando si accerta la pericolosità di un prodotto (ad esempio, un giocattolo, un articolo di puericultura o un elettrodomestico), l'autorità nazionale competente prende gli opportuni provvedimenti per eliminare il rischio.
Può ritirare il prodotto dal mercato, richiamarlo se è già arrivato ai consumatori o lanciare un avvertimento.
Il punto di contatto nazionale segnala quindi il prodotto alla Commissione europea (direzione generale Salute e tutela dei consumatori) informandola dei rischi che presenta e dei provvedimenti adottati dall'autorità dello Stato membro in cui si è verificato l'evento per prevenire rischi e incidenti.
La Commissione europea diffonde le informazioni ricevute ai punti di contatto nazionali degli altri Stati membri e pubblica su Internet riepiloghi settimanali dei prodotti segnalati pericolosi e dei provvedimenti adottati per eliminare i rischi.
I punti di contatto nazionali si assicurano in tutti gli Stati membri che le autorità competenti controllino se il prodotto pericoloso notificato è presente sul territorio nazionale.
Se così è, le autorità intervengono per eliminare i rischi disponendo che il prodotto sia ritirato dal commercio o richiamato se è già arrivato ai consumatori oppure lanciando avvertimenti.
Fin dall’entrata in vigore della Direttiva sulla sicurezza generale dei prodotti 2001/95/CE, in data 15 gennaio 2004, la Commissione europea pubblica, con cadenza settimanale, un elenco delle notifiche Rapex accessibile al consumatore.
